    Is Ray Nagin’s incompetence and corruption killing us?

    The ankle-bracelet monitoring company, Total Sentencing Alternatives Program, looks like yet another incompetent contractor — “a politically active company with no experience in the criminal justice field” — which Ray Nagin favored over other more experienced vendors.

    A criminal violated his curfew multiple times after TSAP attached a GPS monitoring device to his ankle. So why is TSAP still in the business of monitoring criminals? Because Ray Nagin’s priority number one is protecting his friends at the taxpayer trough.

    “What are we paying TSAP for?” Goyeneche said. “They’re supposed to be monitoring these people. And if that bracelet was off him for any appreciable amount of time, they’re not doing their job.”

    This time, however, Mayor Nagin has jeopardized the safety of New Orleans citizens with his penchant for awarding contracts to cronies without independent, open contracting review procedures, blind bidding, and other best practices.
